The Window's Closing, Joe
A window of opportunity in Congress is going to close soon. As usual in these things, Senator Joe Manchin is the key deciding factor as to whether Democrats will hit this window or miss it. In fact, there are actually two windows, a big one and one with a specific focus -- and Manchin is holding both of them up at once.
The big window is that this month seems to be the final chance for passing any portion of the Build Back Better bill. If it doesn't get done before the August month-long congressional break, then it's just not going to happen (at least until after the midterm election -- who knows what the lame duck Congress will do....). And there are several pieces of this under discussion, including lowering the cost of prescription drugs and doing something about climate change. But the piece that desperately needs attention is the fact that the COVID-sponsored boost to the Obamacare health insurance subsidies is going to turn into a pumpkin at the end of this year. It was initially only a temporary measure, passed in the midst of President Biden's first big accomplishment (the COVID relief package) right after he took office. Most Democrats want to now either make it permanent or at least extend it another year or two. Manchin, so far, is not on board.
The deadline here is twofold. First, any subsidy extension would be wrapped within whatever bill Manchin agrees to, so it's got to pass by the end of July anyway. But the second deadline is external -- health insurance companies calculate their rates six months in advance, which means they usually set their rates for the coming year in July. And then they send out notices to all their policyholders informing them of next year's rate.
The scope of the problem is huge:
Roughly 13 million Americans could see their health insurance costs rise next year -- and millions more may not have care at all -- unless congressional Democrats can reach agreement over a critical portion of their long-stalled economic spending legislation.

Absent action, the financial hardship could prove immense. Roughly 3 million people who currently access insurance through the insurance exchanges could be priced out of the market, leaving them uninsured, according to a March report from the Department of Health and Human Services. Nearly 9 million people could lose hundreds of dollars in financial help each year, and roughly 1.5 million may lose their subsidies entirely.
The Kaiser Family Foundation estimates that monthly premiums will go up for all 13 million "in some cases by hundreds of dollars per person." That is what will happen if this window of opportunity closes. Hundreds of dollars per person, each and every month. Who knows what it might add up to for a family of four?
Manchin, as is his wont, is pushing to exclude middle-class families. Which is not exactly a smart political move for Democrats, but Manchin doesn't seem to care:
Still unresolved, however, is the fate of the insurance subsidies. In a coronavirus relief package adopted last year, lawmakers provided more financial help to low-income Americans who purchase insurance through national or state exchanges -- and they granted those benefits to middle-income Americans for the first time.
But the expanded subsidies are set to expire at the end of this year. While many Democrats hoped to make the existing aid permanent, [Senator Joe] Manchin has sought to scale that spending back. The West Virginia moderate has focused on eligibility, aiming to further limit the subsidies by income level, according to two people familiar with the matter who requested anonymity to describe the deliberations. Manchin's objection stems from a broader belief that federal benefits should be means-tested to focus only on the poorest, a more conservative approach than what is supported by others in his party, who want to ensure families in higher-cost areas receive help, too.
So the only options seem to be (if the reporting on Manchin is correct) continue the subsidies for the poorest of the poor, but hand all the middle-class families a big hike in their monthly bills -- which they will find out about in a letter they get right before the midterm elections -- or just let all 13 million of them either get priced out of the market entirely or have to make a very tough choice.
Those aren't the greatest options in the world, but this is the world according to Joe Manchin, of course. Whatever winds up happening, though, it'll happen in the next few weeks -- if it happens at all.
Of course, this could all be another gigantic tease by Manchin -- he has certainly negotiated in bad faith previously. Democrats could miss both windows, winding up with precisely nothing to show for all this wooing of Manchin. But let's hope that doesn't happen. Let's hope that Manchin at least avoids tossing millions of people off their health insurance.

GOP Likely To Take Senate, But It’s Far From a Lock
At the same time, we shouldn’t get carried away. While Republican candidate quality is an issue, good analysis should not lose sight of the fact that environment matters as well, and probably more so these days. President Joe Biden’s job approval is 37.7% in the RealClearPolitics Average, a mark reached only briefly by former President Donald Trump in August and December of 2017, and never touched by former President Barack Obama. While the map isn’t as favorable for Republicans as it will be in 2024, it isn’t unfavorable, either.
Democrats then have the task of defending three clearly vulnerable seats. Another one, in New Hampshire, is in some jeopardy, but probably doesn’t fall unless at least two of the other three seats also flip (Colorado and, to a much lesser degree, Washington State, could also come into play in the fall, but are unlikely to do so unless the previous seats are lost). Two of these states – Arizona and Georgia – have PVIs (Partisan Voter Index, which measures how each district or state performs at the presidential level compared to the nation as a whole) that lean toward Republicans, while a third (Nevada) has no lean in either direction. The president’s job approval in these states likely mirrors his national job approval; this means that a successful Democratic candidate is going to have to convince about one in six voters who don’t approve of the president to nevertheless pull the lever for the Democratic Senate candidate.
That’s a tall order, especially in Nevada, where Republicans have a reasonably good, if not spectacular, candidate in former Attorney General Adam Laxalt. Laxalt hails from a famous Nevada family, and is a capable enough politician that he lost the gubernatorial race by just four points in the solid Democratic year of 2018. He’s a candidate that is at least at the Mendoza line in an environment where Mendoza-line candidates should win.

But is the deck really stacked against the controversial former president? Republicans give a resounding “yes.” But most surprising of all, many, if not most, Democrats agree.
In the July 2022 online I&I/TIPP Poll, we asked 1,643 adults across the country whether they agreed with the following two statements:
“Some say that the Jan. 6 committee was handpicked and represents only Democrats’ points of view.”
“Some say that the Jan. 6 committee’s main aim is to ensure President Trump can’t run in 2024.”
For the first statement, a clear plurality of 46% agreed that the Jan. 6 panel had been “handpicked” to represent Democrats views, versus 35% who disagreed.
But the political breakdown for the poll, which has a margin of error of +/-2.5 percentage points, gets interesting.
No shock that Republicans agree with the statement overwhelmingly, by 64% (agree) to 22% (disagree). But even among Democrats, 43% agreed the Jan. 6 committee shows a pro-Democrat bias, versus 44% who disagreed. That’s within the poll’s margin of error.
That is VERY interesting..

The Hill’s Campaign Report — Biden’s dismal poll numbers rattle Democrats
New poll numbers out this week are painting a clearer picture of how dismal a scenario Democrats are facing going into 2022 and possibly 2024.
A Politico/Morning Consult poll released on Tuesday shows that only 29 percent of voters said they believe Biden should run for reelection in 2024, while a whopping 64 percent said that he should not run for reelection. That poll comes after a New York Times/Siena College survey out on Monday found that 64 percent of Democrats said they would prefer a different 2024 candidate over Biden. Additionally, 44 percent of all respondents said they would cast their vote for Biden if the election were today.
While the polls are focused on 2024, The Hill’s Mychael Schnell and Hanna Trudo report that Democrats are viewing their chances of retaining a House majority as slimmer than ever. Even in the Senate, where Democrats had a bit of an advantage, fears are growing among the party’s hopefuls.

We don’t yet know all the details about an apparent fatal stabbing of an agitated man by bodega clerk Jose Alba in New York City last week, but we do know that the clerk was quickly charged with murder and initially held at Rikers Island on $250,000 bail while video surveillance seems to indicate he likely acted in self-defense. Surveillance videos show the unnamed girlfriend of Austin Simon, the man Alba killed who had a history of felony arrests and was out on parole, becoming upset with Alba when her card was declined and threatening to “bring my nigger down here and he gonna fuck you up.”
Another video shows Simon walking behind the counter to Alba, shoving him, and getting in his face before Alba stood up and appeared to try to walk past Simon, at which point the two wrestled until Alba eventually stabbed the other man. “I don’t want a problem,” Alba told Simon when he walked in, according to the New York Post. Further footage appears to show the girlfriend pulling out a knife of her own and slashing Alba, although she has not been charged.

(CNN)Nearly two-and-a-half years since the coronavirus pandemic began, the most infectious and transmissible variant yet has arrived.
Repeated Covid-19 waves have left millions of people dead, with only vaccines helping to blunt the toll. Now the virus is spreading again — evolving, escaping immunity and driving an uptick in cases and hospitalizations. The latest version of its shape-shifting, BA.5, is a clear sign that the pandemic is far from over.
The newest offshoot of Omicron, along with a closely related variant, BA.4, are fueling a global surge in cases — 30% over the past fortnight, according to the World Health Organization (WHO).
In Europe, the Omicron subvariants are powering a spike in cases of about 25%, though Dr. Michael Ryan, the executive director of WHO's Health Emergencies Program, has said that number may actually be higher, given the "almost collapse in testing." BA.5 is on the march in China, ratcheting anxieties that major cities there may soon re-enforce strict lockdown measures that were only recently lifted. And the same variant has become the dominant strain in the United States, where it accounted for 65% of new infections last week, according to the Centers for Disease Control and Prevention (CDC).

Another Month Of Historic Inflation Means It’s Time To Stop Believing ‘Experts’ Who Say The Economy Is Fine
Against all economist predictions, June brought another round of historic inflation that rose at its highest rate in four decades.
According to the U.S. Department of Labor’s Bureau of Labor Statistics, the consumer price index for last month shot up to 9.1 percent. That’s up 1.3 percent across the board since May and up 0.3 percent from what economists at Bloomberg predicted just one day before the report was released.
Prices across the board have climbed since last month and have significantly risen since last year. The biggest culprits were fuel oil, which is up 98.5 percent since June of 2021; gasoline, which is up 59.9 percent since last year and is averaging $4.63 a gallon; electricity, which is up 13.7 percent; and food at home, which is up 12.2 percent.
It’s past time for Americans to stop believing the economists and members of the White House, who have repeatedly and falsely claimed that the economy isn’t as bad as it seems.
