The Window's Closing, Joe

A window of opportunity in Congress is going to close soon. As usual in these things, Senator Joe Manchin is the key deciding factor as to whether Democrats will hit this window or miss it. In fact, there are actually two windows, a big one and one with a specific focus -- and Manchin is holding both of them up at once.

The big window is that this month seems to be the final chance for passing any portion of the Build Back Better bill. If it doesn't get done before the August month-long congressional break, then it's just not going to happen (at least until after the midterm election -- who knows what the lame duck Congress will do....). And there are several pieces of this under discussion, including lowering the cost of prescription drugs and doing something about climate change. But the piece that desperately needs attention is the fact that the COVID-sponsored boost to the Obamacare health insurance subsidies is going to turn into a pumpkin at the end of this year. It was initially only a temporary measure, passed in the midst of President Biden's first big accomplishment (the COVID relief package) right after he took office. Most Democrats want to now either make it permanent or at least extend it another year or two. Manchin, so far, is not on board.

The deadline here is twofold. First, any subsidy extension would be wrapped within whatever bill Manchin agrees to, so it's got to pass by the end of July anyway. But the second deadline is external -- health insurance companies calculate their rates six months in advance, which means they usually set their rates for the coming year in July. And then they send out notices to all their policyholders informing them of next year's rate.

The scope of the problem is huge:

Roughly 13 million Americans could see their health insurance costs rise next year -- and millions more may not have care at all -- unless congressional Democrats can reach agreement over a critical portion of their long-stalled economic spending legislation.

Absent action, the financial hardship could prove immense. Roughly 3 million people who currently access insurance through the insurance exchanges could be priced out of the market, leaving them uninsured, according to a March report from the Department of Health and Human Services. Nearly 9 million people could lose hundreds of dollars in financial help each year, and roughly 1.5 million may lose their subsidies entirely.

The Kaiser Family Foundation estimates that monthly premiums will go up for all 13 million "in some cases by hundreds of dollars per person." That is what will happen if this window of opportunity closes. Hundreds of dollars per person, each and every month. Who knows what it might add up to for a family of four?

Manchin, as is his wont, is pushing to exclude middle-class families. Which is not exactly a smart political move for Democrats, but Manchin doesn't seem to care:

Still unresolved, however, is the fate of the insurance subsidies. In a coronavirus relief package adopted last year, lawmakers provided more financial help to low-income Americans who purchase insurance through national or state exchanges -- and they granted those benefits to middle-income Americans for the first time.

But the expanded subsidies are set to expire at the end of this year. While many Democrats hoped to make the existing aid permanent, [Senator Joe] Manchin has sought to scale that spending back. The West Virginia moderate has focused on eligibility, aiming to further limit the subsidies by income level, according to two people familiar with the matter who requested anonymity to describe the deliberations. Manchin's objection stems from a broader belief that federal benefits should be means-tested to focus only on the poorest, a more conservative approach than what is supported by others in his party, who want to ensure families in higher-cost areas receive help, too.

So the only options seem to be (if the reporting on Manchin is correct) continue the subsidies for the poorest of the poor, but hand all the middle-class families a big hike in their monthly bills -- which they will find out about in a letter they get right before the midterm elections -- or just let all 13 million of them either get priced out of the market entirely or have to make a very tough choice.

Those aren't the greatest options in the world, but this is the world according to Joe Manchin, of course. Whatever winds up happening, though, it'll happen in the next few weeks -- if it happens at all.

Of course, this could all be another gigantic tease by Manchin -- he has certainly negotiated in bad faith previously. Democrats could miss both windows, winding up with precisely nothing to show for all this wooing of Manchin. But let's hope that doesn't happen. Let's hope that Manchin at least avoids tossing millions of people off their health insurance.

    While I agree that the GOP taking the Senate is not a LOCK.... It is looking more and more disastrous for Democrats..

    And Biden's Handlers' gaffes like saying he was in Israel to "Honor the Holocaust" is not going to help Democrat poll numbers..

    Put another way... Democrats are basically one gaffe or one bonehead move away from making the Senate a LOCK for the GOP...

    And Biden's Handlers and Democrats in general have 116 days in which to have those bonehead gaffes and those stoopid moves..
