Diplomatic Fiction

Speaker of the House Nancy Pelosi is visiting Taiwan, considered by many to be a highly provocative act. Mostly because it openly highlights the diplomatic fiction that has existed in one form or another for 73 years (and counting). The fiction is that there is "only one China." Now, there was indeed one China in the past -- and there may also be one China in the future. But for almost three-quarters of a century, there have been two Chinese governments, both of them claiming exactly the same thing: that they are the real and legitimate government of all of China. But this is not true (no matter which one of them sits at the United Nations) -- it is fictional. The Chinese Communist Party (C.C.P.), which governs the mainland it calls the Peoples' Republic of China (P.R.C.), also claims the island and territories of Taiwan as its own. The Republic Of China (R.O.C.), which governs Taiwan, also claims all of mainland China as its own. Neither is right -- their saying so is fiction, pure and simple.

Taiwan, or the R.O.C., has largely backed off its previous claims to all of mainland China, it should be noted. This is reality: the island has only 23 million people, while mainland China has 1.4 billion. To state the painfully obvious, there is no way on Earth the R.O.C. is going to regain control over those 1.4 million people.

The P.R.C., on the other hand, insists on the rest of the world agreeing (or at least giving diplomatic lip service) to their "One China" policy. Taiwan, to them, is a "renegade province" that will eventually be reunified with the mainland and brought back under their control. The R.O.C. is nothing more than an illegitimate government that will have to eventually disappear, in other words.

The history of this diplomatic fiction is chock-full of countries having to believe and speak of things which just aren't reality. After World War II, China became one of the founding members of the United Nations. Being among the Allies (fighting the Japanese), China was just as much our friend on the postwar world stage as the Soviet Union was (at the time). But the Chinese government which fought the war with us and signed the U.N. charter only held control of the entire country for four more years. In 1949, the Chinese Civil War pushed General Chiang Kai-Sheck onto Taiwan, while the communists defeated the R.O.C. forces (the Kuomintang) on the mainland. That was when this diplomatic stalemate began.

All throughout the Cold War of the 1950s and 60s, the R.O.C. still sat in the United Nations, purporting to represent all of China while only holding and controlling one major island. The P.R.C. was shunned by the United States and frozen out of the world's diplomatic stage. Both Taiwan and communist China have always held the hard line that any country which diplomatically recognizes the other China will have their diplomatic ties cut off. This is about the only thing the R.O.C. and the P.R.C. agreed upon -- no country could recognize that both Chinas actually existed. This holds true to this day, and it is what forces the rest of the world to maintain this diplomatic fiction.

In 1971 the world switched sides, so to speak. After three decades, the fiction was painfully obvious -- that the vast majority of the Chinese people were unrepresented in world affairs. For a number of reasons (including "ping-pong diplomacy" between the United States and the P.R.C., which was literally composed of table-tennis matches), the U.S. felt it was time to recognize the P.R.C. What America proposed was that the whole world admit the reality of the situation and seat both Chinese governments in the United Nations. This was shot down, and instead the world abruptly switched from one to the other. The R.O.C. was suddenly out in the cold, and the P.R.C. suddenly had a seat on the U.N.'s Security Council. The fictional coin flipped, and now the whole world had to pretend that there was one China again -- after switching teams.

Since that time, America has not diplomatically recognized the R.O.C. and instead has an embassy in Beijing. There are, of course, high-level government contacts between us and the R.O.C., but we're all supposed to pretend that they are somehow an illegitimate government.

Taiwan didn't have real democracy until the 1980s and 90s -- it had basically been a military dictatorship up until that point. But democracy did indeed finally emerge, and now the Taiwanese political parties are split on whether they should move towards reunification with the mainland or go it alone by declaring their independence. They know that they're living under a fictional cloud, as far as the rest of the world is forced to see it.

America didn't want to just abandon Taiwan when the world switched teams, though. So we signed agreements with them through the years that left things intentionally vague (in a diplomatic sort of way), but which also essentially hinted that America would back up Taiwan if war ever broke out again with the mainland (or "resumed," perhaps, since the whole split started with the Chinese Civil War). We sell plenty of high-tech military equipment to Taiwan's armed forces, but we also have never explicitly stated that we would send U.S. troops to defend the island if mainland China attacked (although President Joe Biden did cross this line in answer to a question, the White House immediately walked it back to the comfortable "strategic ambiguity").

Instead, we give lip service to the C.C.P.'s "One China" policy in diplomatic circles, while continuing our ties to Taiwan. Plenty of U.S. politicians have visited Taiwan over the decades, including Speaker of the House Newt Gingrich, back in the 1990s. Donald Trump, after he won the 2016 election (but before taking office), accepted a phone call from Taiwan's president -- the first time this had happened (with either a sitting president or a president-elect) since 1979. And now Nancy Pelosi is visiting the island.

Relations between China and America have deteriorated for a while now, as both major American political parties have found it is pretty easy to make political hay over being "tough on China." Republicans especially (but by no means exclusively) have revitalized the Cold War language by always insisting on using the full phrase "the Chinese Communist Party" as often as they can (again, please note that plenty of Democrats are now doing so as well). In reality, both China and Taiwan have taken American jobs away in the waves of outsourcing that have ebbed and flowed over the past two or three decades. Taiwan is the world's leading producer of computer chips, for instance. It really does behoove us to have a good trading relationship with both political entities, since our supply chains rely to a large degree on things they both make for American consumers.

Nancy Pelosi's visit to the island of Taiwan is provocative to a certain degree, but not to an unprecedented one. China's basic position hasn't changed, either on the mainland or on Taiwan. Everybody knows what the reality on the ground actually is. All of the breast-beating and garment-rending you might hear from the pundits during and after her visit are really all just part of the diplomatic fiction the world has lived with for 73 years. It's worth it to keep this in mind, during all the dire predictions of impending doom. Because nothing has really changed at all. Not in the reality of the situation, in any case

    Let me guess: The actual proof against her is sitting in a file next to the evidence proving that Trump won the election, right?

    Here's a question no one seems to be asking:

    How did Trump know that the Capitol would need protecting on January 6?

    The only event that Trump's permits mentioned for January 6 was his rally at the mall. There was no mention of a march on the capitol. His Secret Service detail had no idea that was even a possibility. We know this simply by the fact that they had no contingency plan for such an event.

    Typically we only call out the National Guard when the police are unable to control the crowds. When they are used to help prevent an event from going out of control, like the article points out, they are typically NEVER armed no do they have police powers to arrest anyone. So how did Trump know that the Capitol would be where they were needed days before the attack if he was not in on the planning?

    Even if Trump actually offered these troops days before the event, the ONLY event everyone was planning for was the RALLY! NO ONE else knew about the march to the Capitol. That's why they had the metal detectors and enough security to prevent rioting at the rally. That's why you see bike cops trying to keep the insurrectionists at bay instead of officers in riot gear -- Trump hadn't told those planning the security for that day about his planned attempt to stop the count.

    Trump had already shown his authoritarian desires when he had armed federal personnel protecting federal buildings and properties without any clothing identifying that they were law enforcement during the BLM protests.

    And of course, you simply refuse to acknowledge that Trump was the only person who could have called out the National Guard from nearby states. The governors there could not send in their troops to assist DC unless requested by Trump. Trump was in charge. He did nothing!

    Anyone who still supports Trump after his failed insurrection attempt is a traitor who hates our nation, our military, our police, their own family, and hates both the Star Trek and Star Wars franchises.
